ParcelHero Warns of Ecommerce Disruptions as US De Minimis Tariff Threshold Faces Continued Uncertainty

London, UK – February 20, 2025 – International delivery expert ParcelHero has raised concerns about the far-reaching implications of US President Donald Trump’s recent decision to suspend, then pause, the de minimis tariff threshold on Chinese imports.
The abrupt move, described as “undoubtedly disruptive” by ParcelHero, caused massive chaos within US Customs, widespread delays for e-commerce shipments, and unexpected costs for American consumers.

Earlier this month, President Trump signed an order eliminating the de minimis threshold on imports from China, previously set at $800 (£635).

With just 48 hours' notice, the immediate enforcement of the change left US Customs unprepared and overwhelmed, halting parcel deliveries, leaving millions of shipments stranded, and forcing consumers to pay sudden, unexpected fees.
Amid the mayhem, the policy was paused only days later, following widespread complaints, but ParcelHero warns this is likely a temporary reprieve.
David Jinks, ParcelHero’s Head of Consumer Research and Member of the Chartered Institute of Logistics and Transport, expressed deep concerns over the impact of these measures. “President Trump’s decision to use tariffs as a lever for economic and political strategy has created unprecedented trade disruptions. The cancellation of the de minimis threshold for Chinese imports, however, has been the most impactful and chaotic policy yet. Customs systems were wholly unprepared for the changes, demonstrating how complex and risky it is to weaponise tariffs in this way.”
Chaos at JFK and Beyond
The sudden implementation led to major gridlock at New York’s JFK Airport, the hub for 60 million de minimis e-commerce packages annually. US Customs and Border Protection reportedly struggled to process over 1 million parcels piling up at the airport.
Even packages with duties pre-paid remained stuck, worsening delays.
USPS further compounded issues, temporarily halting the acceptance of parcels from China and Hong Kong to adapt to the new requirements.
Chinese businesses, including major players like Shein and Temu, invoked “force majeure,” cancelling air cargo agreements without penalty, further delaying consumer deliveries.
American consumers faced unforeseen consequences, with new tariffs adding substantial costs to their online orders. Many found themselves forced to pay additional fees or have packages returned to sender.
Some have called for refunds for duties paid during the week-long suspension, but a resolution has yet to be determined.
What This Means for UK Exporters
While the suspension of the policy has temporarily eased pressure on the system, President Trump’s order to reimpose the de minimis ban upon readiness signals continuing challenges for exporters.
“UK sellers should prepare for additional costs, delays, and complexities if the de minimis threshold changes are permanently reintroduced,” warned David Jinks. “Even though UK-based e-commerce shipments currently remain exempt, the ripple effects of US Customs backlogs from Chinese imports will inevitably impact international deliveries, including those from the UK. Any new measures will create long-term volatility in global trade.”
Trump’s plans extend beyond de minimis reforms. Recent statements suggest potential retaliatory tariffs on countries imposing VAT on US goods. Additionally, discussions around separate automobile tariffs introduce further uncertainty for exporters.
