Suspension of U.S.A. De Minimis Duty-Free Imports Set to Impact UK Exporters
London, UK - August 2025 – Accountancy and business advisory firm BDO has issued a warning to UK exporters following an Executive Order signed on 30 July by President Trump.
The order, effective from 29 August 2025, suspends the de minimis duty-free import regime on all goods entering the United States, regardless of their value or country of origin.
Previously, goods valued below $800 imported into the US for individuals benefited from the de minimis duty-free exemption.
The sweeping change means that all shipments will now be subjected to applicable duties, taxes, fees, and charges.
Businesses utilising the simplified customs process under the de minimis exemption will now need to file detailed declarations via the Automated Commercial Environment (ACE), the US customs declaration platform.
Matthew Clark, international trade partner at BDO, commented on the significant implications for UK businesses, stating, “This will be a bitter blow to many UK businesses that rely on the de minimis duty-free regime to export their goods to the US. Many sectors will be affected by this change, notably UK retail businesses with a US customer base.”
He added, “Businesses selling into the US market will now urgently need to review their logistics models, their customs declaration completion and submission processes, customs origin, and the valuation of their goods.”
The shift in policy also signals considerable disruption, particularly for small and medium-sized enterprises (SMEs) reliant on the US market.
While the UK Government recently outlined its plan to support SMEs with export opportunities, Clark emphasises that this latest US Government move could create formidable challenges for such businesses and hinder their ability to operate competitively abroad.
Although changes to the de minimis system were anticipated following earlier suspensions for imports originating from Canada, Mexico, and China, few expected the application of these rules to expand so imminently.
With less than a month to comply, affected businesses face significant time constraints.
For retailers and exporters operating within the global economy, adapting quickly will be crucial to manage the additional layers of compliance now required.
Separate arrangements have been announced for shipments through the international postal network until the US Customs and Border Protection agency devises a new entry process.
